File reading test fails on Windows

626a7aa -- which I think is correct -- causes either test_read_buffer_too_small or test_read_buffer_big_enough to fail on Windows. It passes on the other platforms. Figure out what's funny about Windows.

@brson fixed this by xfailing test_read_buffer_too_small on Windows. Closing.
