    O que me preocupa na conversa sobre soberania de IA em Portugal não são as GPUs nem os milhões anunciados. É a adoção. Na trincheira, o que vejo é que a esmagadora maioria das PME portuguesas que quer IA vai, por defeito, para a OpenAI, a Anthropic ou a Google. Um modelo
