BTW, seems like the above is the only blocker to enabling arbitrary branch create/push protect for all branches on this repo, per item 3. of python/steering-council#144 and originally discussed in python/core-workflow#475. |

I probably won't get to CPython until Monday. Feel free to take over this PR, or close and submit a new one if there's a permission problem.
