First

On the 5x5 grids, lets plot the points. If we take the top left corner to be (1,1), they can be plotted as following:

Now

These coordinates represent the end vertices for each of the shapes above. Note for closed shapes like the square, the start and end point is the same, so there is only one coordinate.

We can figure out which must go where, and draw the matching shapes as following:

Next

Lets shade in the enclosed areas to make this a bit clearer. I'll shade them in white so we can easily see what remains:

We can see the word 'CARVED' spelt out. This is the partial answer

To get the final answer:

The grids have an interesting texture, which looks a lot like stone. Putting the two together, we get:

'CARVED IN STONE'

Which, is fitting as we literally 'carved' the answer out of stone, and as the title suggests, means 'fixed and unchangeable'!

  • $\begingroup$ If the grids look a bit different or wonky, I used the wrong coordinate system to start with so everything was rotated 90 degrees, and I thought it was easier just to rotate each rather than start over :P $\endgroup$ Commented yesterday
