Release tools: Move the plugin ZIP build out of bin/

What?

Closes #83033

Moves bin/build-plugin-zip.sh and bin/plugin-files.txt into tools/release, emptying bin/.

Why?

bin/ has no package.json, so a script there can only reach for what is on PATH: this one used bash, zip, jq, comm, xargs and sed, none of it declared or lockfile-covered.

How?

• JSON.parse replaces jq, adm-zip and fast-glob replace zip and shell globbing. Only git and npm stay, as child processes.
• resolve-performance-branches.mjs imports the file list rather than reading it off disk. The joined string is unchanged, so computeBuildKey and cached performance artifacts are unaffected.
• The script installs what it archives with, so it imports adm-zip and fast-glob only after its own npm ci. CI never installs for it.
• Archive writing keeps zip's temporary sibling and rename, which adm-zip does not do, and a failed build no longer leaves the pruned icons deleted, which the shell script did.

Testing Instructions

Compare the archives built both ways:

They match: 2120 entries, no directory records. With IS_WORDPRESS_CORE=true: 1878 entries, 99 icons kept, packages/icons/src clean afterwards.
