Tested on GHC-9.0.2 and GHC-9.2.4, without tests:
cabal build -w ghc-9.2.4 --disable-tests --constraint='mtl>=2.3' --constraint='transformers>0.6' --allow-newer=insert-ordered-containers:transformersTests currently don't compile due to the use of doctest, which breaks on the GHC dependency, which cabal-install tries to rebuild even though it shouldn't (ghc the library can't be built from hackage, if i understand correctly)
