ci: Increase Node integration test timeout to 20 minutes#21903

The 15 minute job timeout is too close to the combined dependency install and actual test runtime, leaving no headroom and causing occasional timeout failures. Bump to 20 minutes. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

job_node_integration_testsjob has a 15 minutetimeout-minutes, which is too close to the combined time of dependency install plus the actual test runtime. This leaves no headroom and leads to occasional timeout failures. Bumping to 20 minutes.
