Web UI launch bug

Describe the bug

reported by Daniel Card on twitter: in windows, the web UI launches before the service is ready which looks broken. can we make the workflow to say... preparing... please wait then load the URL once the service has finished installing/building etc

The pop-up got removed, since we added some interactive prompts to the command line. We also significantly improved the monkey island launch performance.
