ICE – the International Conference on Engineering, Technology, and Innovation (ICE IEEE/ITMC) – is a flagship event of the IEEE Technology and Engineering Management Society (TEMS). Originating from a strong foundation in concurrent engineering, the conference has grown to embrace the broader organisation of engineering processes, their integration within corporations and networks, and their impact on society.

ICE explores systems engineering as a socio-technical systems, focusing on the design of products and services, as well as the entrepreneurial and innovation processes that enable their adoption. Today, considering the quintuple helix of innovation and the limits of our planet, ICE places special emphasis on systemic and ecosystemic dimensions of the transformation of Engineering, Technology, Innovation and Entrepreneurship. For example, how digital tools, methods and technologies are reshaping organisations and driving sustainable, user-centered, and economically viable solutions.

By integrating academic research with real-world industrial, political and societal perspectives, ICE offers a unique platform for participants to engage in cutting-edge discussions on digital engineering strategies, technology management, innovation and entrepreneurship associated practices. Emerging and cross-disciplinary topics, participatory research and the strengthening of living labs are explored in the context of engineering excellence and strategic industrial orientations, while considering their societal and environmental impacts.

ICE IEEE/ITMC continues to evolve with the fast-paced changes in technology and global priorities. It addresses critical challenges such as climate change, energy transition, urban sustainability, and crisis management—fully aligned with major European and global missions, including the Horizon Europe programme.

Each year, the conference brings together a dynamic international community of researchers, engineers, innovators, and policymakers to share knowledge, projects, and case studies. ICE·2025 Conference welcomes submissions of scientific papers directly connected with the Conference Areas & Topics but also industrial papers demonstrating relevant case studies and implementation of Engineering, Technology, Innovation and Entrepreneurship.
Microsoft Word and LaTex templates with formatting instructions for full papers (min. 8, max. 10 pages length) can be downloaded from IEEE Templates.
The ICE Peer-Review involves three members of the International Programme Committee for reviewing each submitted paper while the Peer-Review Chairs, based on the review’s report, provisionally accept or reject it. After authors make the improvements recommended by reviewers, apply the IEEE PDF Express checker and transfer the copyrights to IEEE, the accepted final version will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements, at the condition that one author presents it during the allocated session at the conference.

It facilitates the development of doctoral research in the interdisciplinary field of Networks, Information, Technology, and Innovation Management by bringing together Ph.D. candidates and faculty for focused, in-depth, and constructive discussions of the candidates’ research proposals.

Industries increasingly face complex and dynamic business environments, requiring them to bridge the gap between technological advancement and effective engineering management strategies. Ensuring that innovation is not only technically sound but also strategically aligned with societal goals is essential for long-term success. A comprehensive approach is needed to develop a nuanced understanding of how engineering and management practices can be harmonized to drive both economic growth and societal progress in a rapidly changing world. New technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), and Big Data are reshaping industrial strategies and processes, enabling smarter, faster, and more accurate decision-making. This transformation, driven by these technologies, brings new capabilities for optimizing operations, enhancing product development, and creating new efficiencies in engineering and manufacturing. However, the full potential of these innovations can only be realized when integrated with strategic management frameworks, industry best practices, and sustainable development approaches.

This Special Issue focuses on recent experimentations and applications within different industrial sectors, demonstrating the impact of Digital Transformation through Technology, Engineering, and Innovation Management. Submission Guidelines

We invite selected authors of ICE’2025 best papers to submit original articles that address, but not limited to, the above-mentioned topics of interest.

Before you submit your article, it is recommended to check all current Online author guidelines. Available at: https://www.ieee-tems.org/engineering-management-review/

Articles should be either review or survey type, with a clear contribution to managerial practice, that fall into any one of the following categories:

  • Technology Manager’s Notebook (TMN) Articles – 500‐2000 words
  • Shorter Articles and Case Studies – 2000‐4000 words
  • Longer Articles and Reviews – 7500‐10000 words
