The number of civilian casualties in #Ukraine is rising. Fighting in or close to populated areas has already resulted in civilian deaths & injuries. Reports of civilian buses evacuated being hit by multiple launch rocket systems are appalling and unacceptable. 👇

In recent weeks, airstrikes & fighting have picked up pace again in #Tigray region, northern Ethiopia. Civilians are reported to have been indiscriminately targeted. Yet, the true scale of civilian harm remains hard to assess because of the difficult access to the region.

Warring actors should avoid using weapons that result in indiscriminate attacks on civilians & civilian objects. Some of these weapons include unguided munitions, multiple launch rocket systems, banned cluster munitions, and other explosive weapons with wide-area effect.

With reports of military operations intensifying in #Tigray, northern Ethiopia, we are deeply concerned over indiscriminate harm to civilians. All armed actors must take all feasible precautions to avoid harming civilians & should allow safe & hindered humanitarian access.

In addition to deaths and injuries, the use of these weapons will cause psychological harm to the populations and will result in the destruction of homes, hospitals, schools, and vital infrastructure & services upon which civilians rely.

Right now, military contractors don't always have to report human rights violations—which lets bad actors get military aid and violates our values. @SenWarren, @SenatorLeahy, @RepJasonCrow and I are urging @SecDef to hold these companies accountable ⬇️
