    NEW: The Trump admin told states it must immediately "undo" the work to provide full food stamp benefits, or face penalties. The feds sent this in a late-night memo, only adding to the chaos and confusion around SNAP.

    NEW: A federal judge ordered the Trump admin to fund food stamps in full this month. Pretty quickly, DOJ said it would appeal. Now, millions are in limbo, and it is not entirely clear if/when they're going to see *any* SNAP payments in Nov.
