Not the best test app to put the test in but I didn't want to create a whole new one just so we can test it with absolute paths configured.

This PR fixes the regression, adds a test for it, and a note about how Vite uses the
basepath setting even ifexperimental.renderBuiltUrlis configured. Thebasesetting affects the JS chunk paths Vite stores in the_app/immutable/entry/app.xxxx.jsfile.
