We saw this Padlock in the roundabout near the port of Cadiz. It took me a while to locate information about it. I had to think outside the box and start with translating Padlock into Spanish. The word is candado.

A pen-shaped lock that fails to close. That work, the Cadiz Luis Quintero, presides since yesterday a new roundabout.
