Term limits are consistently some of the highest polling proposals, but the effects are pretty clearly not what people imagine they will be. The swamp isn't drained, the 'bums' aren't thrown out, just replaced. Bureaucracy and lobbyists become more, not less, powerful. etc
A proposed ballot question to repeal term limits was just introduced at Baltimore City Council. Councilman Parker, a sponsor, argues the high turnover on the council shows that term limits are unnecessary. “That’s for our communities to decide and they’re doing it.”
