[Bug]: "Automated Bandwidth" network settings leading to slow sync

Bug description

Since 3.17 upgrade, the sync is extremely slow.

Steps to reproduce

1. Upgrade from 3.16.6 to 3.17
2. Sync a folder

Expected behavior

No sync regression

I wonder if this is an issue since NC 31.0.9 as I didn't noticed the regression before. But whatever, downgrading to client 3.16.6 solved the issue...

That was it! Network parameters were automatically changed while upgrading. Restoring the parameters solved the problem, thanks :)
