今までテナント内に1名でもEntra ID P1/P2相当のライセンスを持っていれば、ライセンス付与してないユーザーでもP1/P2の機能を使えていた（もちろんライセンス違反なので紳士協定である）が、警告が出るようになる。そのうち利用制限もかかるようになりそう。それはそれで正しい姿だけど
