Used native HTML required validation on modal upload inputs

This PR replaces the custom Javascript file upload_button_control.js with using native <input> required attributes in order to enforce upload file presence in various upload modals.

The only UI change is that now the buttons are not disabled by default, but instead when the button is clicked, the native browser validation kicks prevents the submit:
