Fix annotation link pdf viewer

Proposed Changes

When selecting a file from the annotations tab, the file type was not being passed to the submission file panel. This caused the PDF viewer to not load correctly when clicking an annotation link that points to a PDF file.

This fix adds a getFileTypeById helper that recursively searches the submission file tree to find the file type for a given file ID, and passes that type through when selectFile is called from the annotations panel.
