Pull Request Overview
This PR adds keyboard accelerator functionality to the OOBEWindow to enable closing the window by pressing the Escape key. The implementation subscribes to the window's Activated event to detect when content is loaded, then attaches a keyboard accelerator to the page.
Key Changes:
- Added Escape key handling via
KeyboardAcceleratorto close the OOBE window - Implemented event subscription and cleanup for window activation tracking
- Added event handler for keyboard accelerator invocation

This change resolves an issue where the OOBE windows is not closable via standard keyboard shortcuts. This was found via an accessibility testpass performed by a team within Microsoft.
