- Removes license sections for StrawberryPerl 5.28.0.1, Microsoft.Windows.SDK.NET.Ref, Microsoft.Extensions.Hosting, Microsoft.NETCore.App.Runtime (both win-arm64 and win-x64 variants), and Microsoft.Windows.ImplementationLibrary
- Updates WinUIEx from version 2.5.1 to 2.9.0 with new copyright notices for 2021-2025
