John Boyce, a 53-year-old man died after being arrested and kept overnight in cells by Oceanside RCMP on July 18. Mr. Boyce died in hospital on the morning of July 22. The Independent Investigations Office of BC (IIO) reports that police responded to calls about a man allegedly causing a disturbance in the 100-block of Island Highway West in Parksville.
RCMP arrested a man, later identified as Mr. Boyce, and put him in cells at the Oceanside detachment. They claim that when he was released the following morning, he appeared unwell, so they contacted paramedics, who took the man to hospital.
At the hospital, he was determined to have suffered a serious injury.
On July 27, Oceanside RCMP Sergeant Shane Worth clarified that police and BC Ambulance paramedics were dispatched at 6:45 PM on July 18 to the Craig Street Market in Parksville to assist Mr. Boyce, who reportedly told a witness he had been assaulted.
Mr. Boyce left the market before first responders arrived but was found an hour later in Memorial Plaza. He was arrested for allegedly causing a disturbance and detained in cells.
Police have not said why they arrested someone who was allegedly the victim of an assault.

Vancouver police shot and killed a man on the evening of February 9, 2023. The Independent Investigations Office (IIO) of BC reports that police responded to a 911 call regarding a man near the north end of the Granville Street Bridge who was allegedly behaving erratically. VPD report that officers responded to the bridge at 6:45 PM. At some point there was an undisclosed “interaction” between the man and police during which shots were fired by police. The man was subsequently pronounced dead.
BC Emergency Health Services report that three ambulances and a supervisor were dispatched to the North End of the Granville Bridge around 6:54 PM. This would mean that police only interacted with the victim for under 10 minutes.
VPD spokesperson Sgt. Steve Addison told Global News that, “The person had either in his possession or had access to a weapon. The officers who were on scene believed that their safety or the safety of others was in danger or they were at risk of death or grievous bodily harm.” These are all rather vague statements and there is a difference between having a weapon and having access to a weapon. There has been no evidence of a non-police weapon, or what that alleged weapon was, provided publicly at this time.

Ontario’s Special Investigations Unit (SIU) is investigating the falling death of a 31-year-old man in South River, south of North Bay, in the early morning of January 19, 2023.
They report that at approximately 10:47 AM, an Ontario Provincial Police Service officer went to the Eagle Lake Road overpass at Highway 11 in response to a call about a man in distress. There was some type of undisclosed interaction between the officer and the man and the man fell from the overpass and onto the highway. He was pronounced dead at the scene.
The SIU has assigned four investigators and three forensic investigators to examine the case.

A person died on December 31, 2022, in custody of the Moose Jaw Police Service (MJPS).
It is reported that the person stopped breathing after going into medical distress in the police detention centre shortly before 10 PM.
EMS was called and transported the person to hospital, where they were pronounced dead. MJPS has provided no other details at this time, including age or gender for the deceased.
The Saskatchewan Coroners Service, the province’s Serious Incident Response Team, and the Weyburn Police Service are investigating the death. Note that this is not an investigation that is independent of police.

A 34-year-old man died in a fall from an apartment balcony during a Toronto police action on the morning of December 25, 2022 in North York, Ontario. The Special Investigations Unit (SIU) reports that at approximately 5:10 AM, Toronto Police Service officers attended an apartment building at 155 Antibes Drive regarding a disturbance call. Upon arrival, officers located a man on an apartment balcony and allegedly attempted to negotiate with him from a neighboring balcony.
At approximately 6:50 AM, the man fell from the balcony to the ground below. He was pronounced dead at the scene.
The SIU has assigned two investigators and one forensic investigator to examine the death.

A man on a motorcycle was killed in a police pursuit in Lingwick, Quebec, on October 26, 2022).
The chase was undertaken by Sûreté du Québec (SQ) officers in the Eastern Townships during the early morning, according to the Bureau of Independent Investigators (BEI).
The SQ claims that officers noticed a motorcycle driven on Route 108 in Bury at about 1:30 AM with a tail light out. Police claim they followed the motorcycle for several minutes before attempting to intercept it and a pursuit was undertaken.
The BEI report that at 5:39 AM, a resident contacted 911 to report a man on the ground near a motorcycle on Route 257, in Lingwick. The 32-year-old man was later pronounced dead.
The BEI has assigned five investigators to investigate the death. The BEI is not an independent agency and officers from the Quebec City police force will take part in the investigation.

A 39-year-old woman died in Nunavik Police Service custody in Puvirnituq (Kativik, northern Quebec) on September 30, 2022.
The BEI reports that the woman was arrested by the Nunavik Police Service for a violation of a municipal by-law. She was taken into custody at the Puvirnituq station, where she was found unconscious in her cell around 7:15 PM, and subsequently declared dead.
Five investigators have been assigned to examine the death. The BEI is not an independent agency and relies on other police forces for their investigations.

Alberta RCMP shot two people, killing one and leaving the other in critical condition, in Smoky Lake (110 kilometers northeast of Edmonton) in the morning of August 8 2022.
It is reported that events leading to the shooting began around 7:30 AM, when officers were called to Saddle Lake Cree Nation regarding an alleged abduction.
RCMP claim that two people, one man and one woman, left the area in a red pickup truck. An hour and a half later they issued a warning on social media that they were pursuing a 1997 red Dodge pickup in the area of Smoky Lake, around 60 kilometers west of Saddle Lake Cree Nation.
RCMP say they located the truck at 10:20 AM, and put out another social media statement saying the two individuals were “no longer at large” at 11:00 AM, but offering no further details.
RCMP have only said that at some unspecified time some sort of unexplained “interaction occurred” and a “confrontation” that ended with both people being shot by police.
It has been reported that a 25-year-old man was taken to hospital with injuries that are consistent with gunshot wounds.
None of the police claims have been confirmed publicly.

The Independent Investigations Office (IIO) of BC is investigating a man’s death in RCMP custody in Surrey.
They report that police arrested a man on April 15, 2022, and detained him in Surrey RCMP cells. At around 2:35 PM the next day, the man was found unresponsive in his cell. He was pronounced dead there.
At least three people have been killed by police in Surrey in the last few weeks alone.

The Alberta Serious Incident Response Team (ASIRT) is investigating the death of a 35-year-old man in Airdrie RCMP custody on June 7, 2021. They report that the man was arrested at around 1:40 PM on June 6 in relation to an “uttering threats investigation.” During the arrest, the man sustained injuries when he was pushed to the ground by officers.
While awaiting the arrival of EMS, officers put the man in a police vehicle. They claim that while there he appeared to “deliberately strike his head on the Plexiglass shield” between seats. This has not been confirmed publicly and it has not been reported if there were any witnesses.
When EMS arrived the victim was examined and transported to hospital before being released back into police custody. He was later taken by RCMP to the cell block at Airdrie detachment. He was remanded into custody at a judicial release hearing on June 7 shortly after 9:30 AM and before noon that same day, EMS was called to the cell block because the man appeared to be in medical distress.
According to the RCMP, prior to EMS arrival the man became unresponsive. They claim that he was briefly resuscitated and was transported to a local area hospital where he was declared dead at 1:31 PM.
