Patho-Gen.
Why, nothing but the preeminent name in research & development! Anyone in Karteria could tell you that, as they're more than a household name and more of a household presence. While other manufacturers and even scientific organizations certainly exist, a lot of what you see around the city has been designed, or heavily sponsored by the company.
Their headquarters is located in the district of Belle Ville... which is also where your character was brought into the world! Much of their research remains done on-site, so access to the majority of the building is restricted. Once your character's initial hospital stay is concluded, and they're ushered into an expansive ballroom along with the other recent arrivals, they'll have a hard time gaining access to the other levels again. The building is an impressive one, but only a few floors are open to the public, and those are largely used for bureaucracy, conferences, and other social events.
Should you fall ill or become injured, you'll be better off heading elsewhere—to other Patho-Gen sanctioned facilities, of course! Smaller laboratories and treatment centers are dotted throughout Karteria, so no matter where you end up living, you shouldn't be too far from assistance should you require it.
In a similarly impressive feat, they are also responsible for developing the technology capable of bridging realities... though only one way. The official line is that there is no way back at this time. Just as official is the regret Patho-Gen feels for being unable to have asked permission before removing anyone from their star. But they had little other choice; their world is in desperate straits, and they can only hope you'll be willing to help. And in the meantime, they're committed to ensuring that your stay in the city is both comfortable and meaningful.
...Their resources are not limitless, of course, so after an initial grace period, you'll still need to fend for yourself, as would any proper Karterian. But Patho-Gen is On Your Side(tm).
In short, what is Patho-Gen responsible for?
- Developing the Augmenters placed inside characters
- Developing the magic responsible for bringing characters to the world
- Creating and maintaining the barrier that shields the city from arcane radiation
- Utilizing Katalyth initially as an energy source, and now finding ways to protect against its disastrous influence on the environment
- Particular innovations such as the internet and mobile phone network
- ServiTons too are their invention and responsibility, first engineered to support scientists both inside the lab and out in the field, and now available to help the average citizen
- Other robot styles can and do exist, but the ServiTons have quickly grown to be a favorite amongst Karterians
- Most hospitals and clinics in Karteria are Patho-Gen owned and operated
A busy man, especially in these mid-apocalyptic days—and understandably difficult to reach. But that's the whole point of delegation, and should the Augmented have any questions not answered in the presentation, one of his assistants would be happy to field them. While it's not possible to message Georges directly... once again, his assistants are there to help. Patho-Gen is committed to the welfare and integration of all Augmented.
An assistant to Georges and one of the friendlier faces awaiting the Augmented after their initial briefing, willing to provide a sympathetic ear and as much practical advice as she can get away with. Should any among the Augmented desire counseling or help during their stay—her department is the one characters will first be put in contact with, with Celia herself frequently taking on duties personally.
If anyone manages to dodge her at the introductory meeting, her (and her department's) contact information is plastered all over the common areas of the Valentia. Her ability to offer practical help might be limited (her resources aren't the greatest), but she is enthusiastically available to offer any kind of moral support.
Another face made available after the initiation, and a person involved in the more technical sides of Augmenter development. Claude looks like he's been roped into this more direct interaction with the Augmented—possibly indicative of a demotion of some sort—and if he acts like he doesn't want to be there... well, that's probably the case.
Despite his practically tangible lack of enthusiasm, he'll answer whatever questions characters might pose to him to the best of his ability. He'll even (grudgingly) lend out his contact information for future bothering. If you're after a gentle word, or a bit of coddling, Claude is not the best choice to make. That said, he's not an unsympathetic ear to the right person, and will offer more pragmatic (if cynical) advice to anyone who approaches him.

As I'm afraid I know even less than you, having not spoken to your friend or the doctors in question. But if those Viktor spoke to were confident that they could do something more for his condition, if the Augmenter has yet to make a difference- then I would put my faith in them.
Even if it's experimental, they wouldn't suggest it if they felt it would do more harm than good. Does Viktor know you're asking on his behalf?

Speaking wholly for myself, I believe in both sides. I believe Patho-Gen will only do what's necessary, when necessary. However, I also believe that the Augmented have the right to full transparency over the treatment of their fellows. I would like to see that myself.

As I understand it, it had nothing to do with how threatening any given Augmented One is! You are each individuals, and the flawed Augmenter technology wasn't anticipated. I only wish Patho-Gen had done better to reach out first to better assuage the fear that comes of having loved ones abruptly disappear. For that, I apologize on behalf of Patho-Gen.

Now that we are awake, I can't shake the feeling that there is a story. Trust your intuition, Saturn. I think... it's worth digging deeper. Patho-Gen has done much good for the Karterian people, yet I can't help but feel that more should be done for the Augmented. It doesn't sit well with me.
[And neither did this sudden disappearance of the Augmented, though she was powerless herself to do anything about it save for research, try to find leads... try to talk to specific people, and fail to get ahold of any of them. Which is weird.]
