Indemnity

People are the focus of Vale’s Reparation. It is our commitment to continue moving forward with the payment of compensation to those affected. More than 16,900 people have already signed compensation agreements with Vale, including civil and labor agreements.

We remain committed to fulfilling our commitments made beyond the Comprehensive Reparation Agreement with socioeconomic and socioenvironmental initiatives.

Among the advances are included works of social value aimed at urban infrastructure, health, leisure, tourism, education and culture.  Check out some of them below.

 

Comprehensive Reparation Agreement

Signed on February 4, 2021, between Vale and the Government of Minas Gerais, the Federal and Minas Gerais Public Ministries and the Public Defender's Office of Minas Gerais, the agreement formalized Vale's obligations to do and pay, within the socioeconomic and socio-environmental reparation. It also provides resources for hiring independent auditors, whose objective is to monitor and oversee the execution of planned projects.

Socioeconomic Reparation

The program has a series of initiatives aimed at repairing the socioeconomic effects of the collapse. The indication of projects for Brumadinho and municipalities in the Parauapebas River Basin by the parties involved was made based on a popular consultation with affected residents. 
369 Approved projects 
167 In progress and 83 completed, being them: 
 
  • Strengthening socio-assistance and education-related work.  
  • Infrastructure related works and services in daycare centers, schools, hospitals, basic health service units in neighborhoods (so-called UBS in Portuguese) and social housing, among others. 
  • Strengthening agriculture and livestock and service improvement in rural areas. 
  • ·Equipment for the basic health service units in neighborhoods: more than 75 thousand items delivered in the health area, including medical and hospital equipment, vehicles to support care services and qualified people. 

102 Converted projects (some projects in annexes I.3 and I.4 were converted into an obligation to pay, as per judicial approval, with Vale having already made the judicial deposits)

Affected municipalities received the Open-Air Market Kits Donation project whose goal is to support the adaptation of the infrastructure of open-air markets and train farmers eligible for the project in the technical and managerial management of the production and marketing of agricultural products.

Carrying out surveys, identification and georeferencing of properties subject to land regularization. 

The initiative aims to structure and train the State Secretariat of Agriculture, Livestock and Supply (Seapa) with equipment to enable the preparation of georeferencing services, such as on-site analyses and inspection, in addition to carrying out topographic surveys with georeferencing in order to assist in the demand for land regularization of vacant lands in participating municipalities. 
Actions to promote the strengthening of health  care services                 
Each municipality in the region received R$32 million, out of a total of R$96 million, to reinforce teams, implement improvements in health care units and strengthen public health care in general. Vale deposited the amount, since the project was converted into an obligation to pay, so that the improvements can be carried out directly by the municipalities. 
 
Improvements planned and carried out in Brumadinho and the other 25 municipalities on the Parauapebas River
 
  • Opening of 10 Intensive Care Unit (ICU) beds in Brumadinho. 
  • In Brumadinho, we have already delivered more than 100 thousand items, including equipment and furniture, which made it possible to: 
    • increased supply of elective surgeries and specialist consultations; 
    • expansion of procedures at the Specialty Center; 
    • extension of opening hours to 24 hours for the tomography examination sector at the Imaging Center. 
  • More than 30 Health Units are to be built, renovated or expanded. 
  •  In the other municipalities of the Parauapebas River Basin, 3,923 items were delivered, including equipment, furniture and vehicles, out of a total of 5,406 planned to date. 
  • 610 health professionals in the hiring phase, with 443 allocated to 25 municipalities in the Basin and 167 in Brumadinho.

250 million in investments for hiring, improvements and new equipment for the Brumadinho Hospital Complex. 
461 million destined for the 19 projects already started in 26 municipalities in the region, three of which are in Brumadinho. 
12 million in investments to equip 18 emergency rooms. Each room was equipped with 37 types of equipment, totaling more than 100 items.

To support the resumption of local agriculture, 192 farmers from Brumadinho participated in studies on local productive adaptations. The objective was to develop processes to strengthen agriculture and livestock farming and implement production traceability, with a view to legal compliance and access to diversified markets.

75 machines were delivered to recover rural roads in 25 municipalities in the Parauapebas Basin. Each of them received three pieces of equipment. The initiative included the acquisition, delivery and registration, when applicable, of the machines, in addition to training city hall teams to carry out maintenance on rural roads. 
 
Through the Commitment Term signed with the State of Minas Gerais, the Civil Defense of Minas Gerais also received vehicles and other support materials, totaling 7,554 items. The Civil Defense School was also structured in the Administrative City, in Belo Horizonte.

Brumadinho will have an industrial district to diversify the local economy, in addition to reducing economic dependence on mining activities. With an investment of R$170 million, an area of approximately 1.2 million square meters will be urbanized for the construction of cutting-edge infrastructure. The project, which is also part of the agreement, is strengthening the business environment in Brumadinho through the training of specialized labor, incentives for local entrepreneurs, modernization of municipal legislation and the growth of the creative economy sector. 

Strengthening the creative economy was one of the fronts of action, through the promotion of activities that aim to connect local entrepreneurs, in the areas of culture, gastronomy, music and innovation. In addition, it offers courses, training, varied programs and content related to the theme of creative economy, aligned with the new demands of the job market and the skills required for professionals in the creative sector and entrepreneurs in Brumadinho.

One of the projects included in the Reparation Agreement for the Vale dam collapse in Brumadinho is the Wolbachia Biofactory. The completion of the works was announced on April 29, 2024 by the Government of Minas Gerais. The unit for controlling arboviruses, such as zika, dengue and chikungunya, was built in Belo Horizonte and will initially assist municipalities in the Parauapebas River Basin affected by the Vale dam collapse in Brumadinho and nearby locations.

It is our duty to take action in favor of socio-environmental reparation, and we take this very seriously. With dedication, work and transparency, we remain committed to transforming this commitment into concrete results.
