"Mysterious folk who appeared in Central Station. Nobody knows much about them..." -DEEMO II
The Outlanders are supporting characters in the game. They wander around Central Station and seemingly have an interest with Echo, in which she is fearful of them as they sometimes chase her. They are consoled by Central Station's Station Master whenever this happens, and they leave Echo alone.
Their motives have remained a mystery.

The Outlanders are dressed in a similar, dark, hazard-safe dystopian-style outfits. Both are wearing gas masks that completely covers their face, various straps and tactical harnesses, and dark boots.
