fix(derive): flow long help and emit kdl raw multiline strings

What

Non-verbatim doc comments now flow long help the same way as short help: wrapped source lines become spaces, trailing periods stay, and verbatim_doc_comment is unchanged. Indented examples and fenced blocks keep their line breaks.

usage-argv Spec::to_kdl emits KDL raw multiline strings (#"""…"""#) for values that contain newlines, matching usage-lib's string_entry. ANSI/control characters still use escaped quoted strings.

Why

Source wrapping was leaking into generated specs as markdown line breaks, and generated .usage.kdl wrote help as one giant escaped line.

Hash-count logic avoids delimiter collisions (including overlapping """# sequences).

The PR perf compare temporarily uses --gate-pct 6 because parsing the committed spec in this form is a measured ~5.75% instruction step-change, not a parser regression. tak.toml still keeps the 1% local/post-baseline gate.
